local files not syncing

Sorry if this has been asked a million times before but...
I recently put some new music that I purchased on my computer.  It shows up in my local files on my desktop app, and I have sharing turned on etc. 
I created new playlist of this new music and also added the music to existing playlists, all of which have offline syncing turned on.
The new music/playlists appear on my iphone but will not download/become available to listen to on my iphone.
I believe I've tried everything that all the help topics suggest to no avail.

Any ideas would be greatly appreciated.

Firstly im a bit peed off i cant find official spotify support given that i am paying for a service.... secondly im having the same issue i cant even get my phone to show up in the spotify UI...
