offline playlist will not sync

I have no internet data due to being abroad, however I am connected to wifi. But for some reason my offline playlists are no longer syncing. At first the majority of songs were no longer offline. So I reinstalled the app twice as well as removing all devices from my account so I could start again, but now when I login and specify I want that playlist to be offline on my iPhone, it will not sync. The arrow as if it is synced and available offline is there but it remains greyed out.
Please help, I have tried everything I can think off and have no music.
