songs are not being downloaden

Description:
I had my music stored on my iPhone in downloadquality normal. I changed this to high. The problem is that now still a lot of songs have to be downloaded/changed to high
on my iPhone, but it doesn't work. When I close the app and start it again sometimes songs are started to get downloaden, but then after 4 songs the proces stops. This is really
annoying, because now I can't add offline music.

To reproduce:
Download music in quality normal.
Change the quality to high.
