Local desktop files won't sync with android phone

My Question or Issue

I put my local files from my desktop into a playlist, but when i go to download that playlist on my phone, it doesn't download the local files.  The devices are on the same wifi but the local files appear grayed out and aren't downloaded on my phone.  Ive tried everything i could find on this forum but nothing has worked; please help !!

Aa thank you !!!  I thought i had done everything but i went through the list again, and turns out i had forgotten to mark my wifi as private on my computer.  It's fixed now, thanks for your help !!
