Payment failed but still getting charged

Hey,
I'm kind of frustrated at the moment because the same thing happened last month. I am a college student and it won't verify me as one. I got to Chesapeake College and last month I payed $15 for only the month of August. I tried doing it again yesterday and it said it failed but still charged me $5 and I don't have premium. I should have premium to the end of October for how much I payed in August and yesterday. Please help.
