My Question or Issue
Documentation states that I can drag and drop playlists into a folder. I am able to drag but cannot drop. With the playlists on the leftmost panel and the folder to the right.
I have uninstalled and reinstalled Spotify without effect.
Although I am referring to Windows 10 here, I have the same behavior on my Ubuntu 18.04 and 18.10 machines, and on a 18.04 Virtual Box VM.
So... Is this an issue with the current version of Spotify? Have I misread the documentation?

In the support article it doesn't specify that you are able to drag a playlist from the left sidebar to the center pane after clicking on the relevant folder. What I think it means is that you can drag from within the left sidebar, as @landonharris88 suggested, so what you are experiencing is most likely expected behaviour.
Not to worry, thouh: you can create an idea about this in the Ideas Exchange here and get others to vote for it. If it garners enough votes, then Spotify might consider implementing it!

Thank you. Yes that works but it is slow and laborious, and I have so many playlists. I really want it to work as the documentation says it does.
