Reclaim payment

I got charged 14,99 € when i was on my 3 premium months for 0,99 € , this happened on day 18/08/2016, now my bank says that is in standby.I had the exact money to pay my net company, now i have 15 € less, wich minds that i can't pay my net company, i did not chosed to change my premium subscription to family, this happened on his own , now i wan't to know if i will get my money back, already canceled my subscription so i won't  be charged more.
