Special account to stream music to a third app

I have a very special question.

Could be arranged (by a pre-stablished amount of money) an special account which let stream music to a third app? (like an alternative player, ready to mix, but not having any song stored in its hard drive).

We have a very interesting idea, and we would appreciate some help with the comunity or developers. Something like an API, with permission to do this, all paid, with no ads, of course.

We would really appreciate having feedback of this.
