Spotify Family: Different accounts cannot play music simultaneously

My Question or Issue

 If my sister is listening to her music on her seperate account under the family plan, and then I open the spotify app, I am prompted to continue listening to her music on her device (macbook, phone, echo dot). If I try to, I can play my own playlists on her devices as well. If I then try to play my own music, through carplay/phone/airpods, her music will stop and mine will begin. If she tries to change the song or etc, she can. At times, I will be driving with spotify playing through carplay, and it will randomly change from carplay to her echo dot, which is physically across the country. This only began happening last week. WE ARE ON SEPERATE ACCOUNTS. 100% Seperate accounts, but same family plan.
