My Question or Issue

 Spotify. The bank transferred money twice from my account. Spotify has transferred 1 turkish lira money twice from my account. But spotify did not make me a premium.

I want my money to be returned. and I want to be a premium user.

If you haven't received a receipt from Spotify to your account's email address, it's very likely that they're listed as pending charge. There's more info about this here.
