I have been paying for Spotify for a short time and it has been 13.99 a month. I notice that it is 9.99 now or 14.99 for family. Can I switch to the family one or at least pay the 9.99 instead?

$13,99 because you Subscribed through Apple, you can Cancel your Subscription by following this tutorial:

Then after your Premium month is over you can Subsribe through Spotify which costs $9.99 a month.

You can cancel your current Apple subscription and then wait until your Premium days runs out and then either get the regular Premium or Family it's your choice.
