Tailored ads turned off but still getting customized ads on podcasts

My Question or Issue

I have all forms of ad customization turned off, but the dynamic ads I get on podcasts are still customized to my language. That is user information and should not be available to whatever mechanism selects ads for me. How can I turn this off? If the add selection is not done by spotify, and spotify does not provided whoever this is with any of my user data, it's somehow still getting combined with other data by whoever it is. In this case, where can I find a link to that service, or links to all such services used by spotify, so I can use my rights as an EU citizen to forbid them from combining data from different sources and also forbid them from customizing my ads?

To be clear, this is NOT me asking for ad free podcasts. While I think it's disgusting that spotify makes tooling for creators to help them insert ads and then says "oh it's not us that makes you listen to ads on podcasts, it's the creators doing it!" when asked about it, that's not the subject of this question, I'll just stop using spotify if it gets bad enough.
