To me it sounds like you are on the free plan. Is that correct?
With the free plan you can only use Spotify outside of your home country for 14 days.
Are you currently in a different country? Also, using a VPN can cause Spotify to think you are in a different country. If you are in a different country the website will probably be in a different language because it will chose the local version of the site.
So it's either because you are in a different country, or something is up with your internet connection and the IP address is from a different country,
If you are using a VPN I suggest seeing if they have different servers you can connect to, one from your same country. If not, then you would have to disconnect from VPN when using Spotify.
