It does matter as when publishing an app to the app stores you can define criteria for which the app should be available... it could be that you were in a Country Spotify is not available of on a new device which needs to have the app manifest updated to support.

What Samsung phone are you on? It is odd as all Samsung devices should be OK to get it... and especially as you are in the US.

Did you register your Google account in the US? Do you have a payment type associated to your Google account which is also in the US and lastly; did you purchase your phone in the US? Any one of these could be why you cannot see the app in the Play Store.

Try clearing the cache from the Play Store and try again... if you still cannot get it you can download the apk from the below site and install it on your phone manually. Check the Play Store again in a week or so to see if it was a blip.

Does it matter? In the US. I have 2 devices. A Samsung phone, and an android box. Both using 5.1.1. Same condition on both. The app available in Google play, say "incompatible" for your device
