My Question or Issue
Since updating while driving I can not use my steering wheel controls to change a song. I tried activating permissions again and it did not fix it. When the phone is unlocked though it works perfectly fine

Had the same issue with my S9+
Able to resolve the isseue by uninstalling the app, restart the device, and reinstall Spotify on the device.
Works fine now. I also disabled the default Car view, and Waze navigation from the settings.
For some reasone these settings freezing up the App on Samsung S9+

That fixed it. Thank you so much.
Another solution is to disable Samsung's built-in power optimization feature.
Open settings and navigate to Apps>Spotify>Battery>Optimize battery usage. Now choose view all apps and locate Spotify and disable it.
This solution worked for Galaxy S10+ running latest Android 9.0
That fixed mine on Galaxy S10+!
