Android device not syncing without internet connection on wireless network

I've got both my phone and PC on the same wireless connection but I've noticed that no syncing happens from PC to Android phone if the wireless connection does not have a connection to the internet too. Is an internet connection on the wireless network required for the sync to take place and if that is the case, does anyone know why?
