Option to use the Equalizer isn't in my Settings, sorry for the Dutch screenshots.

Device: Oneplus 2

Tried clean install, also just bought it and installed it.

Spotify uses the equaliser in the device's firmware. If no equaliser is available in the device, the option won't appear in spotify settings. You'll need to install a third party equaliser or a custom ROM.
