My Question or Issue

I saw a friend who had this cool feature of which he had a gif or at least a moving picture as a cover photo. I also wanted that feature, but I couldn't find it. My friend has an iPhone 7 Plus and I have a Samsung Galaxy S6 Edge. Does is matter which phone I have or is it just my fault not finding it?

My brother has an S7 with Nougat 7.0 and his works, but mine hasn't been able to work and it's Oreo 8.0 on S9. As of yet have not been able to get mine to work but his just worked straight away

I got a new update and it suddenly works. I don't know if it works for everyone now.
