Import songs on Android

I don't know why, but in the settings of my Android Spotify I have the option "import your songs". I'm at Android Marshmallow. Is a cool feature. I use it and is pretty good. But, my mom, with your Sony Xperia E4 at Android KitKat don't have that option. That's my question: why?
