[Mobile] Separate Streaming Quality for Wifi and mobile Data

My Question or Issue:  The Data Saver toggle causes EVERY song in EVERY list to be grayed out permanantly (on the Galaxy S4, at least). I accdentally activated this, and every song was wiped. Who designed this and why would you allow such a failure of brain power to allow this to happen? Why would you place it near a commonly used toggle (online-offline) such that it's easy to accidentally trigger this? Why would you not test this thoroughly to be sure you did not screw up people's music files such that they have to re-download EVERY song; in my case thousands - plural? I hate to use names, but this design and flaw is truly IDIOTIC and you have failed your subscribers... not that it's the first time.
