I HAVE A SAMSUNG S7 .I AM ABLE TO DOWNLOAD TO MY SD CARD.GO TO SETTINGS.GO ALL THE WAY DOWN TO THIRD-PARTY SOFTWARE..GO DOWN TO OTHER.BELOW THAT IT SAYS STORAGE.CLICK ON IT ..THERE IT IS, SD CARD AND DEVICE STORAGE.CLICK ON STORAGE IT WILL OPEN.DOWNLOAD YOUR MUSIC,IT WILL TAKE AWHILE TO DOWNLOAD...GOOD LUCK!
I found the solution, what I did was to enter device settings, search the Spotify application, force stop, delete data and uninstall application. Reboot the device, I installed the application, without opening the application, I went back to the device settings, I searched the Spotify application and granted it storage permissions, I opened the application, downloaded the Playlist in extreme quality, went back to device settings , storage and data are being saved in the external memory, I hope it helps.
