Why is it that I cannot play a folder that groups multiple play list on my Andorid device? I can play the folder on the PC and iOS apps.

At the moment I believe that what you want isn't possible.
However, you can sugest your idea in this area:

And if you get enough votes, Spotify will try to make that come true.

Since March 8/2017, there have been almsot 460 comments on this problem in the thread you pointed me to ruipgv. How is Spotify not seeing this?

Playlist Folders can now be created and managed in the Spotify mobile app in addition to the desktop app and Web Player.
Playlist Folders in the mobile app can also now be played in order or shuffled. When you play a Playlist Folder, you will be playing through all of the playlists in the folder, starting with the first playlist and then onto the next playlist. When you Shuffle play a Playlist Folder, you will be randomly playing through all of the songs from all playlists that are in the folder.
