If you have spotify premuim and you want to create an offline playlist.

Do you have to buy these songs (extra costs?)

No!

Just create playlist or select one for Offline mode and you're able to download tracks to your Spotify for Offline use with your month fee of Premium account (max. 3,333 tracks to Offline).
