Transfer cache files from Windows to Android?

So there is This thread from 2013 and I was wondering if we're able to transfer cache files from my Windows desktop to my Android phone.

I would love to get my songs (cache) from my pc on my phone so that I can listen music  on my phone without having to use my mobile data when I'm not home and such. I don't want to pay for premium though as I'm a student and need to watch my expenses.
