Why is Spotify doing this.

A few times this year I have launched my app and it has started redownloading every song I have had or all of my artists but my playlists are still downloaded and safe for some reason. Now today it did the same thing and now it won't let me download full albums of artists. I will give an example or 2 please for the love of all that makes music great and for the sake of my sanity please help me resolve and fix this problem. Example I love disturbed my main band I have the full asylum album on download but it's only gonna give me 2 or 3 random songs for offline play?
