Adding my MP3 from pc

I have been trying to download the music downloads on my pc to SOMETHING so I can listen to my music on my Sonos at home AND from Spotify when Im in my car. Ive read some outdated instructions about enabling my local library which I have no idea how to do. Ive added the files to Spotify somehow under file management, but I dont see them on the app on my phone.

Help.
