My Question or Issue
Was having the issue with Spotify trying to reinstall upon opening each time. Attempted complete reinstall and now cannot reinstall due to the AppData folders somehow still running while the program was supposedly uninstalled, and cannot delete the folders while they're currently open in a program that isn't shown on Task Manager.

Could you try deleting the local file cache of the app, following the instructions in these solutions here.
After that run a clean reinstall of the app. Check out this support article for the exact steps. If that doesn't work, try doing the same in Windows Safe mode.
