Desktop will not sync to mobile

I've had this issue for many months and have read about others experiencing this with little success. 

Spotify desktop and mobile simply do not reflect the same song likes. I'll like a track on my mobile and it will not be reflected on desktop until several weeks later. I've tried resetting and re-installing and re-logging and nothing has worked. The tracks will eventually show up on desktop but it can sometimes literally take 2-3 weeks to sync. Is there no way to force a manual sync?
