Infinite Loading Cycle

I have the premium plan, operating in the US on a Windows 10 HP laptop

I've searched for my issue and the result on this site was a thread which described something about a host file. I found the correct folder, opened the file, and it's a text file which has nothing to do with spotify and does not match what other people are seeing. I also can't reply to that thread, which is a year old, so here we are.

Every time I try to navigate to a different part of Spotify (from one playlist to another, or to the home page, or settings, it takes forever to load. My average loading time is several minutes, but sometimes it hangs up permanently and the only thing I can do is restart the app, which about half the time frees it up for a few minutes, if I also go to the Task Manager and manually end all instances of Spotify processes.

Basically the app is almost unusable on my computer. And since the iOS app doesn't have a way to edit large playlists or move numerous tracks at once, I can't really use it to edit my playlists the way I want to.

I'm getting that it's something to do with the Local Files aspect of Spotify, but nothing I'm finding actually looks anything like what I'm looking at.
