Thanks for reaching out & sorry to see you've been having issues with your installation!
 

It seems to me that you're using the Winget command line tool with elevated permissions/ admin rights. If I'm correct about this, you can try running the tool normally and the error should disappear 🙂

Note: An updated version of Winget should give you a more accurate error message and description of what's going on (and not just show error 23), so it's a good idea to take a look if there isn't a newer version available for you as well.
