Local Files Sync - Wired Computer with a Wireless Phone

So, an ongoing issue that I have with syncing my local files is it's impossible to do it when my computer is connected via ethernet and my phone is connected via wireless. I tried to do a USB connection with a hotspot on my phone, and that didn't work either. I'm just at a loss at what to do with my local files. I really want them on my phone without having to go out of my way to get someone else's computer and download the same files on theirs. Can someone help me with trying to get the USB connection to sync the files / figuring out a way to sync despite my connections being connected to the same router in different ways?
