Off line storage location cannot be changed why?

Hello i have tried to change my location for the "off line mode"

by default it's in C://users appdata folders 

i tried to change it to my other drive and got the message "you need to restart spotify so this change will take effect" 

so i did, but when i came back to check if it was really take an effect and it didn't! 

it just shows again the default C:// appdata folder again 😞

am i doing something wrong?
