Smart shuffle will not turn off

No matter what I do, no matter what device I use, I cannot turn off smart shuffle. When I hit it, it says they were removed but then I look at the queue and it is the exact same, still with recommended songs. Not only that but no matter how many songs I listen to or how many I skip, or how many times I hit the shuffle button it wont shuffle and keeps playing the same few songs. I listen to a lot of music and it is driving me absolutely insane not being able to listen to it.

Could you please let me know what devices this is happening on? Are they all desktops, or a mix of desktop and mobile? Is this all on the same internet connection?
