Most common issues can be fixed with a quick reinstall of the app. In some situations however, a clean (more thorough) reinstall of the app might be needed. This way you can start afresh with Spotify on your PC.
Check out this help page in order to find the steps for clean reinstall on the affected device.
If it doesn’t do the trick, let us know in a deeper detail what you experience when trying to switch the Normalize volume setting. This way we can take a closer look at the issue and help you further.

Reinstalls do not work; essentially listening to certain songs at the same master volume of the Spotify app produces different volume output. I like I get the notion that mixing is different from certain productions, but as you have requirements for artists to use your platform that they have to abide by, regardless of studio, why can't volume requirements also be created?

As you noticed, Spotify normalizes the volume to a standard but can't produce the same volume output for all songs. But would you mind double-checking your Audio setting to see anything can be further adjusted? You can find all the relevant info here.
