This app behaviour is quite odd. The issue being related to the account also seems a bit off.
Although creating a new one fixes things up, I'd like us to have a deeper look into this and what's causing it.
In my opinion this might somehow have something to do with the app's cached data, related to the account.
To see if this is the case, please remove your cached data by following the steps here.
In case this doesn't help, see if going for a complete clean reinstall of the app would make a difference.
Lastly, in case the issue persists even after this, try creating a new free account for testing purposes.
Log in with it and see if the issue would be present on it as well.

I'm having the same problem and it's super annoying.
Almost as annoying as the "help" saying it's a bug with our account.
If this many people are having the same problem stemming from the same time frame, maybe the problem isn't our accounts?
I'm having the EXACT same issue. Nothing they suggested works and my volume mixer on pc keeps dropping to 2% SO ANNOYING!!!
Even if it is our accounts (highly doubtful), I have premium and they need to fix it, I won't be creating a new account

@evol10, would you mind sharing with us the troubleshooting you've tried so far? That way, we can avoid repeating any steps. If you haven't yet, By doing that, the app can be up-to-date, and you can make sure the cache is not leading to this issue. You can see the steps for a clean reinstall here.
If this should persist afterwards, please send us the following:
@Brianb95, please send us the exact troubleshooting steps you've tried so far. Would you mind trying to run the app in Safe Mode or Safe Mode with Networking to rule out any issues with your default Windows settings and basic device drivers?
As mentioned above, please also send us the make/model and OS of the affected device along with the Spotify version you're running there.

so basically from what ive gathered, clearing cache within the app does absolutely nothing. same with logging out and back in, ive done that at least 10 times. restarting my device has no help, as well as uninstalling the app and reinstalling. i even did a clean uninstall and deleted every single file related to spotify on my pc. i've come to the conclusion that it's an issue with the app itself as the audio drivers i have installed are the correct ones. i've also tried logging into other accounts, but still nothing had changed.
the version of the desktop app i'm using is Spotify for Windows (64 bit)
1.2.42.290.g242057a2.
operating system: windows 10
version: 10.0.19045
my pc had no system updates prior to this happening. it just happened out of nowhere.
im pretty sure it isnt your account. im dealing with the same thing and i signed into a different account as a test and nothing changed, so im assuming its a problem with the app itself

Welcome to the Spotify Community and thanks for sharing the screen recording!
Interesting. Have you tried performing a clean reinstall of the app? This will rule out any issues with cache + ensure you're running the latest version of Spotify.
If the issue persists, try installing the app from a different source to see if that does the trick: if you downloaded Spotify from our website, try it from the Microsoft Store instead and vice versa.

Hey, about the recently change of a way the volume slider works (changes app volume on os level instead of internally).
When spotify app volume is changed through windows mixer, it is not being reflected in the app. Therefore, user changing the volume will hear a quite big change in a volume.

I used to get GREAT volume out of Spotify on my PC (Windows 10) but for some reason now, no matter how I mess with settings both in the program/app and in Windows, I can barely hear the music even with all volumes at 100%! My speakers have been at about 50% for YEARS, so I know nothing has changed there...
I has the same problem, years w/o any problem with playing on PC Windows 10. Nothing has changed on my PC recent weeks, ... the volume drops down on Spotify Premium, I can also barely hear the music even with all volumes at 100%. Hints here and there suggested didn't help.

We've heard from our teams and can confirm that this is actually an intended behavior and not a bug for apps on Windows, such as VLC for example, which has been reverted for now.
We'd suggest keeping your app up-to-date and it should revert to the old behavior soon, if not already.

I'm having the same volume issue on the desktop app. I have to set the volume so loud on the PC for Spotify to play normally, then it's ear-bleeding when I get a notification from another app on the PC.
The low volume was really annoying me. Hold down control and use the up arrow on PC/laptop, but if the app itself is acting up for car use idk a solution for that as of right now.
I have the exact same issue with no matter the volume level I change to - spotify volume stays at 100% until I drop sound to 0%, then that drops to 0% too. ONLY the Spotify app, have tried all the suggestions above.

im having a issue where when i go to change the volume on spotify via either sliders neither change the volume it stays on one volume or just mutes it

Have you tried disabling Normalize volume in the app's Settings > Audio quality to see if that does the trick? If you're using the Spotify equalizer, I'd also recommend turning it off temporarily.
In case the issue persists, please share a short screen recording (with audio) which captures the described behavior in action so we can investigate further.
