Volume is too low.

I'm using my Windows 11 PC and all other apps play at the same level that I'm used to. That means I can play everything at 30% of max volume and the level sounds great. Spotify sounds like it's almost half the volume of the other apps.

It looks to me like your Volume Mixer settings might be set too low for Spotify. You can right click on your taskbar speaker icon to access them:

Try adjusting them to see if that would make any difference 🙂
