Windows 10 App doesn't sync with Android App

My Question or Issue

My music-library doesn't sync correctly between my Phone and my PC. When I add a song on my PC it gets synced correctly (almost instantly) but It doesn't work at all the other way around.

I had this issue multiple times in the past and normally it 'resolves' itself after a few weeks: It just replaces my phone's library with the one on my pc (and removes all songs that are not in it).

I have the exact same problem. Synchronization works well from my desktop (Win 10) to my mobile devices (Samsung Galaxy S7 & Huawei M3) but not the other way around.
