Windows 8.1. SpotifySetup.exe does not launch

Windows 8.1, 64bit

My Question or Issue

SpotifySetup.exe does not launch. After clicking it, the process immediately shuts down, as observed by me several times. No window opens. No process launches subsequently. 

I already tried : 

- launching as an administrator

- launching in safe mode with network connection

- both in combination 

How to solve this issue? All other applications work perfectly fine.

Install Spotify via the Microsoft App store, I was having issues with the installer I downloaded from Spotify's website but the Microsoft App worked for me and is the exact same thing as what you download from Spotify's website.
