Hello.
It seems like this issue was not reported anywhere.
So, the issue is: if local files are being played and Spotify was restarted (either by just closing app or rebooting a PC) it won't remember, that local files were played before closing. It remembers only the song, that was playing before closing, but it's impossible, for example, to skip that track and start listening to another local file and it makes me to restart local files playlist.
Having such issue with the latest version 0.9.11.27.g2b1a638c on Windows 7 x64 SP1

Hum tried to reproduce this using the same app version although I am on a windows 8.1 system, not sure if it makes a difference. I started playing my AC/DC playlist which is all local music files, I let a song play about half way through, paused it, hit the exit by going to File and the Exit, let the app close, relogged back in as I have mine set to always log in first before starting and started the app again the song paused position was remembered and I was able to skip around. Not sure maybe someone else can see on another windows 7 system. Doing an unistall and reinstall will force you to reload your local music content again.
You might try this but please don't scream at me if you mess the spotify app up and have to reinstall anyway. First exit the desktop spotify desktop app and now go here C:\Users\User Name\AppData\Local\Spotify and empty everything inside the Spotify folder, this should just force the spotify app to reload the cache again with everything it needs, so the app may have to run for a bit for eveything to add to the cache again and display everything in the app without things showing loading, but should not touch or remove anything else. You might just have something hung up in the cache. But only do this at your own risk as uninstall and reinstall is still the safest way to fix most common issues when the app does odd things like this.
Or you could do this first. Try removing the local content that you are having issues with, log out of the app log back in and then readd the local music content and then see if it plays correct without the issues.

Creating a playlist and adding local files into it works indeed.
But I was talking about 'Local Files' playlist, that is under 'YOUR MUSIC' section along with 'Songs', 'Albums', 'Artists' (just above 'new playlist' button).
You may check this issue by playing music exactly from 'Local Files' playlist.

Ahh ok your playing directly from the Local Files Under Your Music, yeah it is possible you might run into issues there as normal playlists allow the app to remember things better as it loads it into the cache correctly. But that is kind of strange though as everything playing even from there Local Files under Your Music loads into the Play Queue and the app still caches it all, that should not be happening but it could be a small bug you found. I will try playing local tracks from inside the Local Files under Your Music and see, thanks for the tip.
Ok just did this although the app did not hang up or stop me from playing the current song where it was paused as it was remembered as the last track in the play queue and I was able to pick up where it was paused from. But playing songs from Local Files under Your Music is not remembered when loading into the play queue automatically, and you will not have anything to move forward to or back from as the play queue will only have one song in it the current song you exited the app with. But I did find a way to play the songs a different way from Local Files folder. Highlight what songs you are wanting to play from inside the Local Files folder, right click and select queue instead, all songs in play queue will turn yellow and they will be remembered in the queue when the user exits the app and be able to come back without any issue and pick up where the user left off from.
Well, it's a pity, that I have to do some extra things.
I really like using Spotify as my regular player, since it has all neccessary features.
So, basically, Spotify is more based on queue, than playlists?
You can do both in fact the whole spotify app is a blend of streaming services, social media user created playlsts, artists page access with web elements, spotify designed playlist creations. You can use playlists and queue up individual music tracks or whole albums to listen to and the app will jump to those queued up tracks or albums next after the current playing song to play and revert back to where it left off on a playlist you last had loaded in the queue. This is kind of what confuses users a little bit and the app can be used multiple ways depending on how the user wishes to use the app, which is what I like about it. If you dont like the social media aspects just turn it all off and just focus on the music streaming and your local music content. And users can go the other way and use all of the apps features all at once or pick and choose.
If a user wants they can queue up spotify content and also local file content and then rearrange it in the play queue however they want and leave it to play until all songs are played through and do it all over again with different material. And if the user saves the play queue as a playlist before starting to play, they will always have that track listing order anytime they want in a playlist.
Anyway push the app to it's limits see what it can do and not do. All you can really do is break it and that is kind of the point to see where the limits are and what can be changed and improved and at the same time listen to music at the same moment.
