Cannot manage members on Premium Family Plan

My Question or Issue

I cannot manage members in my family plan.  I can see the members in the 

page "Manage my family plan" ,  but there are no options to add or delete, just icons. 

I tried a different browser, incognito, and my internet connection is fine. 

Please advise.
