That's because it was an offer and offers are usually only available for a limited time and not all users are eligible.
You can always see all current offers available for your account at https://spotify.com/premium.

so when you create an account there was always a trial subscription for the family, it’s been like that for 5 years

While Spotify usually always offers a trial for Premium Individual, I personally haven't seen this being the case for Premium Family.
