403 Forbidden error - Request for Extended Quota Mode access

My Question or Issue:
I'm a developer building a personal app using the Spotify Web API to add tracks to my own playlist. I'm getting a 403 Forbidden error on POST /v1/playlists/{playlist_id}/tracks and POST /v1/users/{user_id}/playlists endpoints.

I am the authenticated user, the playlist owner, and my account is added as an authorized user in the app's User Management. The scopes playlist-modify-public and playlist-modify-private are correctly set.

I believe my app is being restricted due to Development Mode quota limits. I would like to request Extended Quota Mode access for personal use.
