429 error clarifications

Hi,
The app I'm currently developing is still in testing phase, I don't have exceeded quote and have limited number of users that can test it. while testing edge cases of large volumes I have received error 429.

My questions are:
1)When user A uses my app and receives the 429 error, does it mean that user B that uses my app will also get this error? in other words: is the access rate limit per user or per whole app?

2)When my app gets approved by Spotify will I get less 429 errors because api access rate limit will be higher?
