Accessibility not enabled by default

On latest macos and latest spotify version, (and all past versions i assume), accessibility is not enabled by default, so apps I make cannot use spotify's accessibility. 

it is possible to launch in accessibility mode like 

open -a /Applications/Spotify.app/Contents/MacOS/Spotify --args --force-renderer-accessibility

but I don't expect every user to have to do that every time. Can't you just enable it by default? it doens't impact performance or anything, it just discriminates less against those who need it.
