Developer policy regarding Spotify Alexa skill

Hello,

I want to publish an Alexa skill which enables users to add songs to their Spotify queue by voice commands.

Does this violate the Spotify Developer Policy: https://developer.spotify.com/policy/#:~:text=in%20your%20SDA.-,III.%20Some%20prohibited%20applicati...

"Do not create a voice-enabled SDA that enables a user to control Spotify with their voice, or any kind of voice assistant that provides voice-control functionality."

As there are a lot of Alexa skills controlling Spotify, I am a bit confused.
