Do streams via Web API count?

Hello,

We are currently planning a fan portal for a client, and one feature that the client has requested is the ability for fans to listen to his songs through the portal. We plan to use https://developer.spotify.com/documentation/web-api for this purpose. However, this would naturally require the fans to have their own Spotify Premium accounts.

What we are uncertain about is whether or how plays or listens via the API contribute to the count in the same way as they do through the website and/or apps (desktop, mobile). Is there any available documentation that explains what counts as a play via APIs or apps?
