 I want to try premium and Spotify says you have a month free for (P129.00). So for example if I subscribed at Nov. 22, when should the next billing be? I am a student and money is a hard thing to earn, thats why Im keeping track of it...

Billing is on the same date every month, so in your case your next billing date will be on December 22nd.

I am not sure about the exact promotion you are referring to.

If it is a 30-day trial and you start it on November 22 then you don't pay anything up front and you can try premium for 1 month, so until December 22 on which you will have to pay for your next month if still want the membership.

If it is not this, can you please clarify the promotion you are talking about by sending me a link to it?
