I recently cancelled my premium subscription that I paid using credit card in hopes of subscribing to a duo plan but when I'm about to pay already, credit card payment is not available.

Spotify Premium Family and Duo plans are indeed available in your country.
I can also suggest from your screenshot that your current subscription is Premium Duo since that's what it says under the Your plan label.
What I would need to ask your for is a screenshot displaying what you see after clicking on the Change plan button.
Note: make sure to hide any sensitive info while uploading your screenshot
