I found that some of the non-private playlists I created are not publicly available. Why? They are only available through a link, but I really wish they were open to everyone.
A message from support said that this restriction actually exists and the developers are always looking for a way to improve the service.
Once the issue reaches 100 votes, it will be reviewed and referred to the appropriate team here at Spotify for potential implementation.

Thank you for reaching out to the Community.
We've moved your post to this help board because you can already make public your non-private playlists.
On the left menu of the desktop screen, right-click on the playlist name and select "Add to profile". This will make the playlist appear on your profile on the section "Public Playlists".
