Can't Find Where to Add Local Files?

I can't find where to add Local Files??? There is no "Settings" Page like the article says to go to? April 28, 2020 - Please someone tell me how to add local files on the Desktop App.

If you using your desktop app, you should see the following :

If you're unable to view the same window, please restart the app, log out and back in to see if it changes anything.

I see, that does not show up for me. Even after logging out and back in, all that shows up is Account, Profile, and Log Out 😕
